New State Attorneys General

Elections matter profoundly in the state Attorney General space, with 18 new Attorneys General sworn in. The new state Attorneys General are:

Arizona: Kris Mayes

Kris Mayes is the Attorney General of Arizona. She previously was a principal at the Kris Mayes Law Firm, as well as a professor at Arizona State University. Mayes was a member of the Arizona Corporation Commission from 2003 to 2010, and she served as the Chair of the Arizona Corporate Commission for two years.

Arkansas: Tim Griffin

Tim Griffin serves as the Attorney General of Arkansas. Previously, he was the Lieutenant Governor of Arkansas from 2015 until his appointment in January 2023. Griffin served as the U.S. Representative for Arkansas’s 2nd Congressional District from 2011 to 2015 and also was the United States Attorney for the Eastern District of Arkansas.

District of Columbia: Brian Schwalb

Brian Schwalb serves as the Attorney General of The District of Columbia. Before becoming Attorney General, he was the Partner-in-Charge of Venable LLP’s Washington, D.C. office. Schwalb was also a trial attorney in the United States Department of Justice Tax Division and a partner at the law firm Schwalb, Donnenfeld & Schwalb.

Guam: Douglas Moylan

Douglas Moylan is the Attorney General of Guam. He previously served as the first elected and youngest Attorney General of Guam for four years. Before becoming Guam’s first Attorney General, he served as the Legislative Counsel to the 24th, 25th and 26th Guam Legislatures. Moylan is also an attorney licensed to practice law in California, Guam and Washington, D.C.

Hawaii: Anne Lopez

Anne Lopez is the Attorney General of Hawaii, sworn in December 2022. Previously, she was CEO and general counsel for Hawaii Health Systems Corporation since 2015. Lopez was also a special assistant to former Hawaii Attorney General David Louie and was an attorney at Chun Kerr Dodd Bearman & Wong from 2004 to 2012.

Idaho: Raul Labrador

Raúl Labrador serves as the Attorney General of Idaho. Previously, he was Chair of the Idaho Republican Party from 2019 to 2020. Labrador was the U.S. Representative for Idaho’s 1st Congressional District from 2011 to 2019, as well as a candidate in the 2018 primary election for Governor of Idaho.

Iowa: Brenna Bird

Brenna Bird is the Incumbent Attorney General of Iowa. Bird previously served as County Attorney for Guthrie County, Iowa, beginning in 2019. She was also the County Attorney for Freemont County, Iowa, and was counsel to former Iowa Governor Terry Branstad. Bird taught as an adjunct professor of law at The University of Iowa and worked as the Chief of Staff to former U.S. Representative Steve King. 

Kansas: Kris Kobach

Kris Kobach serves as the Attorney General of Kansas. Previously, Kobach was the Secretary of State of Kansas from 2011 to 2019. Kobach was a candidate for U.S. Senate in 2020, as well as a candidate in the 2018 primary election for Governor of Kansas. He was a former Chairman of the Kansas Republican Party and was the Republican nominee in Kansas’s 3rd Congressional District in the 2004 election.

Maryland: Anthony Brown

Anthony Brown is the Attorney General of Maryland. Previously, Brown served as the U.S. Representative for Maryland’s 4th Congressional District from 2017 until his appointment in January 2023. Brown served two terms as the Lieutenant Governor of Maryland from 2007 to 2015, as well as two terms in the Maryland House of Delegates from 1999 to 2007.

Massachusetts: Andrea Campbell

Andrea Campbell is the Attorney General of Massachusetts. Previously, she was a former member of the Boston City Council from 2016 to 2022, and also served as President of the Boston City Council for two years. Campbell was a candidate in the 2021 Boston mayoral election before she announced her candidacy for Attorney General. Campbell was deputy legal counsel in the office of Governor Deval L. Patrick from 2013 to 2014.

Missouri: Andrew Bailey

Andrew Bailey serves as the Attorney General of Missouri. Bailey previously was general counsel in the office of Governor Mike Parson, joining in 2019 as deputy general counsel and becoming general counsel in 2021. Bailey was also general counsel at the Missouri Department of Corrections. He was also an assistant prosecuting attorney in the Warren Country Prosecuting Attorney’s Office.

Nebraska: Mike Hilgers

Mike Hilgers is the Attorney General of Nebraska. Previously, he served as a Republican member of the Nebraska Legislature from 2017 until his appointment in January 2023, and also was Speaker of the Nebraska Legislature for two years. Prior to this, Hilgers was Chair of the Executive Board of the Nebraska Legislature and was an attorney at Fish & Richardson P.C. He is the founder of the law firm Hilgers Graben.

New Mexico: Raul Torrez

Raul Torrez is the Attorney General of New Mexico. He previously served as the District Attorney of Bernalillo County, New Mexico from 2017 until his appointment in January 2023. He was an Assistant U.S. Attorney at the U.S. Department of Justice from 2011 to 2013 and was chief counsel to Ben Luján, the former speaker of the New Mexico House of Representatives. Torrez was a White House Fellow in the class of 2009-2010 during the Obama Administration.

North Dakota: Drew Wrigley

Drew Wrigley is the Attorney General of North Dakota. He previously served as the United States Attorney for the District of North Dakota from 2019 to 2021 and from 2001 to 2009. Wrigley was also the Lieutenant Governor of North Dakota from 2010 to 2016, between his two terms as United States Attorney. Prior to serving in elected office, Wrigley was the deputy chief of staff to former Governor John Hoeven.

Oklahoma: Gentner Drummond

Gentner Drummond is the Attorney General of Oklahoma. He previously was the former owner of The Drummond Law firm and the principal shareholder and director of Blue Sky Bank. Drummond was also a candidate in the 2018 primary election for Attorney General of Oklahoma and served as an Assistant District Attorney for Pawnee and Osage Counties in Oklahoma.

Pennsylvania: Michelle Henry

Michelle Henry serves as the Acting Attorney General of Pennsylvania. Previously, Henry was the First Deputy Attorney General for the Pennsylvania Office of Attorney General beginning in 2017. She was a prosecutor in the Bucks County, Pennsylvania District Attorney’s office for 21 years, where she also served as the District Attorney from 2008 to 2010. 

South Dakota: Marty Jackley

Marty Jackley is the Attorney General of South Dakota. He previously also served as the Attorney General of South Dakota from 2009 to 2019. Jackley was the United States Attorney for the District of South Dakota from 2006 to 2009, as well as a candidate for the 2018 Governor of South Dakota election.

Vermont: Charity Clark

Charity Clark serves as the Attorney General of Vermont. She was previously the Chief of Staff for four years to former Vermont Attorney General T.J. Donovan. Clark was an Assistant Attorney General in Vermont from 2014 to 2018. Earlier in her career, she worked as an associate at the law firm Orrick, Herrington & Sutcliffe LLP.

 

Point of personal privilege: We would like to pay tribute to the retirement of two Hall of Fame-caliber state Attorneys General – Iowa Attorney General Tom Miller and Idaho Attorney General Lawrence Wasden. These two men not only stand out in light of their longevity – General Miller (40 years) and General Wasden (20 years) – but because of their understanding that a state Attorney General should be an attorney general first and foremost and do their politics at home. Together, these two men, one a Democrat and one a Republican, personified the art of reaching across the aisle in pursuit of the best interests of their constituents.
